A covert alliance of hardliners within the Klingon Empire, the United Federation of Planets, and the Romulan Star Empire who sought to prevent peace between the Federation and the Klingon Empire following the explosion of Praxis in 2293. Fearing the loss of power and influence that peace would bring, the conspirators worked in secret to ensure continued hostilities. The conspiracy’s most significant act was the assassination of Klingon Chancellor Gorkon during his diplomatic mission to Earth, an act intended to derail negotiations and provoke renewed conflict. Evidence was manipulated to implicate Federation officers, nearly igniting open war and threatening to destroy the fragile possibility of reconciliation. Despite these efforts, the plot was ultimately uncovered. Federation and Klingon officials exposed the conspirators, including Romulan involvement, before further violence could occur. With the conspiracy defeated, peace talks were salvaged and relocated to Camp Khitomer under strict secrecy. The failure of the Khitomer Conspiracy allowed the Khitomer Accords to be signed, ending decades of hostility and inaugurating a new era of cooperation between the Federation and the Klingon Empire.
